EBT Chip Card Readiness: Is Your Store's Terminal Ready?
SNAP EBT cards are moving to chip, and USDA says chip cards must be accepted at every SNAP-authorized store. In the meantime, the card's magnetic stripe still works as a fallback. In New York, new chip cards begin going out in the first quarter of 2027, and OTDA has asked retailers to update their equipment by December 1, 2026. Empire can check your setup and offer the Dejavoo P17 on SPIn, which handles EBT chip and tap, with a free terminal for qualifying merchants.
What's changing with EBT cards
- Chip cards must be accepted. USDA FNS says SNAP participants with an EBT chip card "must be able to use their card at all SNAP authorized retailer locations throughout the nation." (USDA FNS)
- Swipe fallback still works. The new cards keep a magnetic stripe. FNS says POS systems should allow EBT chip cards to fall back to a magnetic stripe transaction until the equipment supports the EBT chip. (FNS chip resources · FNS implementation overview)
- Insert or tap first. FNS asks cashiers to have customers try insert or tap first and swipe only if the terminal prompts for it. (FNS retailer instructions)
New York: what OTDA has said
- Cards begin in Q1 2027. The Governor's office says New York's new chip-based EBT cards will begin being issued in the first quarter of 2027, with about two million cards expected. (Governor's announcement)
- OTDA's recommended readiness date. OTDA has asked authorized SNAP EBT retailers to complete point-of-sale updates by December 1, 2026, ahead of the new cards. OTDA is encouraging stores to update so they can keep accepting SNAP when the new cards arrive. (NY Senate release quoting OTDA · Governor's announcement)
- What OTDA asks stores to do. Contact your POS provider, make sure chip/tap cards can fall back to magnetic stripe, and confirm your provider supports the new EBT chip application.
Other states rolling out now
- Virginia is issuing chip and tap EBT cards now. (Virginia DSS)
- New Jersey is rolling out chip and tap Families First cards. (NJ Human Services)
- Everywhere else: FNS says retailers should be prepared to accept out-of-state EBT chip cards. (USDA FNS)

FAQ
What is an EBT chip card reader?
It's a payment terminal updated to recognize the new EBT chip application on SNAP cards, so customers can insert, and where the state supports it tap, their EBT card and enter their PIN. Empire's Dejavoo P17 PIN pad on SPIn handles EBT chip and tap.
Do I need a new terminal for EBT chip cards?
Not always. According to USDA FNS, many chip-capable terminals need a software update to recognize the EBT chip, while older terminals can still use the card's magnetic stripe through fallback. Ask your provider, or call Empire and we'll check your setup.
When are New York EBT chip cards coming?
The Governor's office says New York's new chip-based EBT cards will begin being issued in the first quarter of 2027. NY OTDA has asked retailers to complete their equipment updates by December 1, 2026, and recommends updating ahead of the new cards.
Will swiping still work?
Yes. USDA FNS says the new chip cards keep a magnetic stripe, and terminals should allow fallback to swipe until they're updated for EBT chip. Customers should try insert or tap first.
Do I have to accept EBT tap to pay?
USDA FNS says SNAP participants with chip cards must be able to use them at all authorized retailers. Depending on the state, cards are insert-only or insert-and-tap. Tap support is a good customer experience, and the P17 supports it.
Which states are rolling out EBT chip cards?
Several. Virginia and New Jersey are issuing chip cards now, and New York begins in the first quarter of 2027. USDA FNS also says retailers everywhere should be ready to accept out-of-state chip cards.
What does SNAP chip card compliance mean for my store?
USDA FNS says SNAP EBT chip cards must be usable at every authorized retailer. In practice, that means your terminal recognizes the EBT chip, or at least falls back to swipe correctly, and your cashiers know to try insert or tap first. Check with your state agency for your state's details.
